Piracy is often considered a 'new' threat but, as a survey of history shows, it is a problem which has long exercised the minds of statesmen and military strategists alike. As the world focuses its attention on the seemingly intractable issue of Somali piracy, Chris Bellamy looks to the rich treasure trove of history for tried and tested solutions.
