In 2005, the UK's Afghan campaign was still overshadowed by the concurrent effort in Iraq. The fact that the country was continuing to struggle in the latter theatre made it extremely hard for practitioners on the ground and politicians in Whitehall to learn quickly enough to prevent the same flawed approach from later being adopted in Helmand. The willingness to view the Helmand mission as an opportunity to offset what had gone wrong in Iraq led to unrealistic ambitions, especially considering that the level of intellectual resources committed to the effort was not capable of turning them into reality.
