Asa subject for study, the making of British national strategy has arguably received rather less attention from those responsible for it than perhaps it merits. Although a number of universities have devoted time and resources to its study, government educational and training establishments such as the Defence Academy and the National School of Government have not. The Academy's Royal College of Defence Studies comes closest to doing so, but until very recently its focus has been more on international relations and strategic context than on the process of national strategy-making. In consequence, few of those directly responsible for the process - ministers, top civil servants and the most senior officers of the armed forces - have been trained for this aspect of their jobs, and many have had to rely on their own self-education and experience by way of qualification. The results, in terms of national strategy, have not always been perfect, as events in Iraq and Afghanistan bear witness.
