摘要

The term 'US defence transformation' may mean different things to different audiences. For many experts on military modernization, US defence transformation may appear to be a revised version of the Revolution in Military Affairs (RMA) that was intensively discussed during the 1990s, with a focus on the recent development of military technologies and the technology-led evolution of operational concepts. Many Japanese may regard transformation as a change in the global posture of US forces deployed abroad, since the realignment of US forces stationed in Japan has been one of the core issues in recent bilateral negotiations with the United States. A large number of US Government officials in Washington, DC may define transformation as drastic changes in the conduct of business within the defence establishment, such as resource allocation, procurement and personnel management towards a more enterprise-like approach.
