The US has recognised the challenge emanating from China and shifted its priorities accordingly, a process that will naturally require European NATO members to contribute more to European security as US focus shifts further east. For Europe, China remains for the most part still an abstract military challenge, but the changing understanding of security must find its way into defence planning quickly to avoid a rude awakening. Technology is the battlespace for future warfare, and NATO must take China's holistic approach to national security very seriously. Unlike in previous centuries, when security concerns focused on traditional military equipment from ships to aircraft, the means to compete will be denned to a far greater extent in the cyber and economic domains. Export controls will acquire new significance. The boundaries between technology for civilian and military use have already become blurred and dual-use regulation may not always be the most feasible and reasonable way to manage this challenge. NATO members should revisit all available instruments and make them fit for purpose. The difficulty will lie in preserving economic relationships with China for mutual benefit while maintaining and developing the capabilities necessary for national security.
