This is a very timely paper on a topic of significant relevance to both the U.S. Navy and the U.S. Coast Guard. The reason it is so timely and relevant is because it documents a fundamental swing back of the pendulum to better control by government of its purchases in the surface, non-nuclear shipbuilding arena. When GENSPECS became outdated and unsupportable in the late 1990s, the naval services lost a reference document that had helped ensure surface combatants were built to a consistent set of design and construction standards. GENSPECS constituted a rule set that served the country very well for many years -its loss was significant.
