The agency responsible for recommending changes to public transport fares in New South Wales is the NSW Independent Pricing and Regulatory Tribunal, IPART. IPART's latest draft report 'More efficient, more integrated Opal fares'"' recommends wide ranging changes to the Opal card fare structure. Some proposals, like pricing journeys involving two or more modes as a single journey based on distance travelled, make good sense. Most observers were scratching their heads when the Opal card was introduced with penalties for passengers who need to transfer between modes to complete a journey. Good on IPART for recommending a fix to this.
