Operators face fines of up to ￡ 1,000 for employing a new driver who does not have a Driver CPC - but many operators are unaware of the requirement, which is hampered by the driving licence being silent on the requirement. When checking the licence of a driver who has passed the practical driving test since 10th September 2008 (PCV), or 10th September 2009 (LGV), the employer must also check whether the driver has passed the modules for the initial Driver CPC qualification. Category restriction 103 against the vehicle indicates that the licence is subject to certificate of competence - in other words, the driver must gain a Driver's Qualification Card (DQC) before being able to drive commercially.
