Decision-support for sustainable urban transport strategies

In its seminal study of urban transport policy formulation, the European Conference of Ministers of Transport (ECMT, 2002) concluded that, while most of the 168 cities surveyed knew how to specify a sustainable urban transport strategy, implementing such strategies was proving "easier said than done". They identified as the principal barriers poor policy integration and coordination, counterproductive institutional roles, unsupportive regulatory frameworks, weaknesses in pricing, poor data, limited public support and lack of political resolve. A subsequent review of other ECMT studies confirmed that these barriers limited progress in most areas of transport policy, and identified a further barrier of weaknesses in the process of policy formulation (May and Crass, 2007).
