A $700 billion federal bailout bill,drafted to rescue failing banks and prop up a credit and banking sys-tem that was teetering on the brink of collapse,was signed into law Oct.3 by President Bush. Early indications are that the bailout has not eased con-cerns of investors.In the days following passage of the bailout bill,the Dow Jones declined sharply from its all-time high of 14,164 in October 2007.As of the Oct.9 close,the Dow was at 8,579,dropping below 9,000 for the first time in five years.
