Today, a new-millennium letdown has littered the so-called New Economy with the flotsam and jetsam of business failures. Companies are evaluating their budgets and some firms are allocating fewer funds to certain areas of their businesses, including IT budgets. For many, this is no time to spend cash. But while the recession of the early '90s and today's economic environment share some common threads, the e-business model built on the Internet has changed everything.
