At the most recent turn of the century, Brian J.L. Berry wrote a powerful and eloquent Urban Geography editorial entitled "Citations as measures of worth." Berry (2000) began by responding to a short piece by Georg Franck (1999) in Science: George Franck's essay ... raises many questions. Why do we publish? He says that it is not simply to transmit research findings, but also to secure professional recognition. What determines the value of a publication? He says that it is not simply accuracy and reproducibility, elegance of theoretical construct, or insights yielded by a model, but also utility to others. How is utility measured? In the economic marketplace, it is by the user's willingness to pay. In the academic marketplace, it is by use acknowledged by citation. Thus, frequency of citation is assumed to effectively index recognition by and value to others.
