An article in the July 2012 issue of Rotor & Wing magazine specified several goals for DARPA's VTOL X-Plane Program, including: 1. A maximum speed of more than 250 knots; 2. A minimum hover power loading of 11 pounds per horsepower; 3. A 20% improvement in empty weight fraction. A well-designed vertical take-off aircraft must meet its specified requirements both in hover and at maximum forward speed. We call this "balanced performance."
