The notion of creating an office within the Department of Defense to coordinate future vertical lift for all of the military service branches is nothing new. This idea has been advanced, discussed and studied for more than 20 years, going back to the Overarching Rotorcraft Capabilities Assessment ("ORCA"), the Joint Vertical Aircraft Task Force ("JVATF") and beyond. Nothing came of these and earlier initiatives and today each service branch continues to formulate its own requirements. Each performs its own research and development. Each issues its own requests for proposals and each executes its own procurement programs.
