A recent editorial in Aviation Week, "NASA Aeronautics: On a Glide Path to Oblivion?," sounds yet another alarm on the decline of NASA aeronautics funding. As the author rightly observes, in Washington, budget is policy. That being the case, what message is being issued by the Administration when the President's Budget Request for fiscal year 2007 cuts $205 million in R&D funding for aeronautics research, from $929 million to $724 million? Is it that aeronautics research and development is no longer important? Is it that, notwithstanding the fact that U.S. exports of aircraft are the single largest generator of foreign exchange, the Administration believes it is no longer worthwhile to invest in new configurations, new designs, new structures and materials, or aircraft safety, because, as a bureaucrat in 1900 once remarked, "everything that can be invented has been invented?" Why would our leaders knowingly surrender the nation's century-long leadership in aeronautics technology?
