摘要

The "Insurrection in the Year of the Horse" (Jingo Jihen)1 in Korea was a coup d'etat of discontented soldiers, towns people and farmers instigated by the former Regent to overthrow the reform party of Queen Min (Empress Myeongseong/Empress Myung-Sung). The Japanese government saw a chance to break China's claimed suzerainty over Korea and dispatched warships, soldiers and diplomats. The Chinese Viceroy Li Hung-chang (Li Hongzhang) ordered the same measures and for some time Japanese and Chinese warships opposed each other in the waters off the Korean capital. Even though there was no "incident" between the forces and the Korean affair was solved diplomatically, Japan recognised its inferiority of military forces and its inability to seriously challenge the Chinese position in Korea and reacted with an expansion of its military power. In carrying out this scheme chief importance was laid upon the IJN whose annual expenses were decided to be double that of the IJA. The intention to increase the IJN in order to develop it into an efficient force, gave an idea of its new sphere of duties and from the end of 1882 the hypothetical enemy changed from Russia to China, for both military branches, and the expansion and related measures were directed against China with the final goal to obtain a predominant position in Korea.
