The extraordinary plethora of committees have objectives that sound well in government statements, but empty shipyards and over-stretched, under-strength fleets need orders now. While the committees slowly do their work, there is an unavoidable suspicion that their main purpose is to provide an excuse to delay expenditure or even avoid it altogether. In many eyes, the grim verdict is that these endless reviews are another example of "activity as a substitute for achievement." In contrast, the new report on the Canberra class LHDs, a version of the Spanish Strategic Projection Ship, shows what can be achieved by a government that decides what it wants early on and sticks with its decisions.
