Because of impact of the COVID-19 pandemic on shipyards worldwide, the number of ships forecast for construction in the 2021 edition of "The Market for Naval Surface Combatants" is 7.7 percent lower than in the 2020 edition. Specifically, 286 combatants are forecast to be built from 2021-2030, compared with 310 as had been forecast for 2020-2029. These 286 ships have a total estimated value of $135.7 billion over the next 10 years, a decrease of 22.2 percent from the $174.4 billion forecast for 2020-2029. The primary impact of COVID-19 was not from the disease itself but the lockdown that was instituted to control its spread. Shipyards that build large surface combatants were largely exempted from this lockdown due to the strategic importance of such ships, while yards building small ships were not. Shipyards thus transferred healthy workers from the small-ship sector to construction of the larger ships in order to maintain production. As a result, the average value of new surface combatant orders was inflated by the majority of those orders being for top-of-the-line combatants with very high unit values.
