Ohio's reputation as a state that is none too friendly to seaplane operations is under assault - from the inside. Andrew Dahl is a pilot and aviation inspector for the Ohio Department of Transportation (ODOT), with responsibility for helipads and seaplane landing areas. When it comes to seaplanes, Dahl says he wants to get the word out that it is indeed possible to land on certain publicly owned lakes throughout the state. All it takes is to apply for a permit, and perhaps a little patience while walking the permit through the necessary steps. The permit application is reviewed by ODOT and the Ohio Department of Natural Resources (ODNR). In some cases where the water is federal property, U.S. Army Corps of Engineers review also is needed. ODNR and Army Corps reviews basically are administrative in nature, concerned with the operation of a vessel on the waterway.
