EPA is holding talks with mayors and other local government officials over how it determines whether cities can afford water infrastructure upgrades needed to comply with sewer overflow rules, but several municipal sources doubt the agency will make major changes to its current policy, including on their top request for a change to the agency's metric for calculating whether ratepayers can afford the additional compliance costs.
