This interesting book aims to analyze and document the radical changes that have been made in South Africa's water policies and legislation since the end of the apartheid regime in 1994. It records the wide-ranging attempts to redress the inequities inherent in past water management and the many challenges in the implementation of the new policies. These policies were articulated in a series of seminal documents: the White Papers on a National Water Policy for South Africa, published in 1997, on Water Services (1994), the National Water Act (1998) and the Water Services Act (1997). The editors note on page 2 that, 'The changes in water management were driven by the need to create more socially just, economically efficient and environmentally sound water management and allocation regimes in the country, in addition to bringing safe water and sanitation to the vast number of South Africans left unserved by the apartheid regime'.
