摘要

Water is widely recognized as one of our most valuable natural resources. It plays a key role in human survival, industrial and agricultural production, regional economic development, and ecosystem maintenance. Demands for water in urban, industrial, agricultural and environmental uses are increasing rapidly, making it a resource of strategic importance. According to the data reported by Sivakumar (2011) and Wada et al. (2010), approximately 4,430 km~3 of fresh water resources are withdrawn annually, yet some 900 million people still lack access to safe drinking water and over 2 billion people suffer from severe water stress. Global climate change, urbanization and industrialization, population growth and water pollution may further induce water scarcity and crises, thus requiring effective and efficient water planning and management. Research on the theory and practice of water resources allocation has a long history, and will continue to be an important and relevant topic in the near future. However, finding satisfactory solutions continues to be challenging, partly due to our inadequate understanding of land, ocean, atmospheric and biological systems, and their influences on water resources. Besides, natural and social factors, such as drought, water overexploitation and water pollution, can rapidly change water availability, causing uncertainty and complex situations for water resource allocation. Recently, Water Resources Allocation: Policy and Socioeconomic Issues in Cyprus was published by Springer for the purpose of presenting Cyprus' experience in water resources management policies and communicating this experience to other countries or regions so that they can inform, develop and improve their own water resources management policies. The book is a part of the Global Issues in Water Policy Series and is valuable in promoting further studies on the theory, practice and policy of water resources management, for Cyprus and other arid and semi-arid regions. The book includes 11 chapters and 1 index. The contributors are researchers, lecturers, professors, consultants and Ph.D. candidates whose biographies are listed at the beginning of the book. An is available at the beginning of each chapter and this allows readers to glance at the content of a specific chapter of interest. There is also a reference list at the end of each chapter, which is useful for readers to obtain additional knowledge on specific subjects.
