Ecosystem restoration programs/projects are very different from traditional U.S. Army Corps of Engineers (USACE) water resource projects (e.g., flood control, navigation) because quantitative knowledge and models about how ecosystems work is very limited. They often involve uncertainties regarding how the ecosystem will respond, and how to best achieve restoration goals and objectives in the long term. For the Comprehensive Everglades Restoration Plan (CERP) (SFWMD and USACE, 1999), adaptive management (AM) was recognized as a necessary tool to address uncertainty in achieving the broad goals and objectives for restoring a highly managed system of the Florida Everglades covering 18,000 square miles, with 68 threatened and endangered species of flora and fauna, and many ecologically unique habitats.
