As this issue went to press, the world was watching as first details of the tragic situation in Japan were beginning to emerge. To talk of natural disasters in an abstract sense does not do justice to the very real human impact of such events, but our lead news item and the analysis article below provide examples of efforts to take a broad perspective on natural disasters and develop policy responses. The analysis piece below includes some of the concerns that will be relevant to those tasked with managing water - management that we know will be challenged increasingly as a result of climate change. Alongside such direct effects, the sector must also have in mind the prospect of having to deal with climate-induced migration (see ADB news item, p4). Such events are at one end of the scale of the threats the sector has to deal with.
