The Latest: Sweden has completed its latest 5G auction, awarding spectrum in the 3.5GHz and 2.3GHz bands. The auction raised SEK2.3bn (EUR229mn), with all four participants securing frequencies. Implications: The award of spectrum in the valuable mid-band represents a long-awaited positive development for the uptake and expansion of 5G in Sweden. Originally scheduled for Q120, the auction was postponed multiple times over 2020 due to security concerns, although the inital delay was related to updates to the Electronic Communication Act (LEK). Regulator PTS had to work closely with the country’s armed forces and security agencies, as the revised LEK impacted the security of the national telecoms network - a change that the regulator had to consider when auctioning frequencies. In November 2020, the auction was postponed again after the Administrative Court in Stockholm upheld an appeal made by Huawei against the licence conditions, which banned spectrum holders from using the Chinese vendor’s equipment in their 5G networks due to security concerns. PTS also gave operators until January 2025 to remove Huawei and ZTE equipment from their existing infrastructure. However, with most of Huawei’s objections having being dismissed by Swedish courts, the auction went ahead on January 19 and frequencies were finally assigned to operators.
