Uncertainty about the final outcome of anti-dumping and anti-subsidy petitions and shortage of information on market structures are inevitable circumstances for European firms and the European Commission in simultaneous anti-subsidy and anti-dumping petitions and investigations. In spite of uncertainty and costs, the European companies seem to an increasing extent to petition for simultaneous anti-dumping and anti-subsidy initiation to increase the probability of protection. For the European Commission, the lack of resources and precise information on market conditions have led to a substitution of the rules of thumb for sophisticated analysis in anti-subsidy and anti-dumping investigations.
