A cigarette tax rise in France in October last year led to a consumer backlash of unprecedented propor-tions and a general, serious destabil-isation of the legal market. Legal sales of blond cigarettes, which had already fallen by 7%-8% between January and September, collapsed in November, and despite a slight recovery in December, they had fallen by 11.8% by the year's end. Sales of blond cigarettes fell in November last year by about 39% compared with those of November 2002, while sales of dark cigarettes were down by about 47%. France now levies the highest cigarette-tax rate in Europe but the government, besieged by criticism of its policies, has been forced to promise a four-year freeze on tobacco duties, a promise that presumably assumes that the current government will remain in power for at least that length of time.
