There is a story, perhaps apocryphal, of a Southern agricultural leader in the 1930s trying to explain why the milk producers of the region had made such slow progress in adopting scientific practices. "God has done much for Southern dairymen," the leader supposedly said, "Sometimes it seems they expect him to do it all," I think much the same phenomena explains why American tobacco farmers set out to obtain payment for their stake in a price control program that demonstrably had no value at all. The baffling political power that they have wielded (but probably will no more) explains how they were able to wheedle the federal government so successfully.
