In the debate on the international system, two irreconcilable camps appear to have emerged: one of unipolarity and the American Empire, the other referring to global governance and international constitutionalization. What is missing are perspectives accounting for this dual development, namely the increasing dominance of the US on the international scale, coupled with the growing significance of global norms. The hypothesis of a progressive development towards "institutionalized inequality" seeks to correct this deficit by providing a conceptual perspective which takes both developments into consideration and draws them together.%In der Debatte über das internationale System spricht das an Machtfragen orientierte Lager der Realisten von Unipolarität und dem amerikanischen Imperium, das der Idealisten von Global Governance und internationaler Rechtsstaatlichkeit. Eine Perspektive jenseits dieser polarisierten Positionen zeigt: Die Dominanz der USA nimmt zu, gleichzeitig aber wächst die Bedeutung globaler Normen. Die These von einer Entwicklung hin zu einer „institutionalisierten Ungleichheit" versucht dieser komplexen Entwicklung Rechnung zu tragen.
