The last two months have brought several significant events to the world of pipe line safety and regulations. The events could have major permanent impacts on the way the OPS regulates and the pipe line industry responds.General Accounting Office (GAO), the investigative arm of Congress, released a report in October of its findings regarding OPS's progress in regulating the pipe line industry. The report stated that the agency is showing signs of becoming more effective, but still falls short of the mark demanded by Congress and safety advocates. Investigators from GAO pointed out that important requirements remain uncompleted. Of the 22 requirements for improving pipe line safety mandated by Congress and the 44 recommendations made by NTSB since 1988, the OPS has finalized six. Eleven requirements, including some significant, long standing requirements were determined to be duplicative and no longer necessary. Though the report said the OPS has made some progress in the past year, the agency estimates that it will take from several months to more than a year to complete actions on all the items cited.
