The Environmental Protection Agency ignored some of its own rulemaking policies, significantly overestimated the reduction in paperwork, and disregarded concerns raised about the decrease in data that would be caused in a final Toxics Release Inventory rule issued in December 2006, the Government Accountability Office said in a report issued Dec. 13.
