At the beginning of 2012, the Russian market for standard thermoplastics is grappling with old challenges and preparing to deal with new ones. The country's strong dependence on imports as a result of the lack of investment in new facilities in recent years still has to be fully dealt with, and a variety of structural problems also continue to hamper the Russian industry's competitiveness. A new challenge is being presented by the country's planned entry into the World Trade Organisation (WTO; www.wto.org) at mid-year, which will require the slashing of the average tariff on plastics imports from 10% currently to 6.2%. This will exacerbate Russian producers' already difficult position in competition with imports.
