Top Democrats on the House, Energy and Commerce Committee asked the head of the Environmental Protection Agency Dec. 7 to explain the agency's policy for conducting its activities transparently. Committee Chairman John D. Dingell (D-Mich.) and Rep. Bart Stupak (D-Mich.), chairman of the committee's Oversight and Investigations Subcommittee, wrote EPA Administrator Stephen Johnson asking if the agency under the Bush administration has issued written directives to employees instructing them to conduct their business "in a fair and open manner."
