Encouraging recycling through voluntary initiatives and by completing final rules that will exclude certain types or hazardous waste from federal hazardous waste regulations will continue to be high priorities in 2008 for the Environmental Protection Agency.Agency officials told BNA they want to boost the nation's recycling rate,although some state and interest group representatives expressed concerns that some federal rulemaking actions could harm the environment.
