For decades, only the quarantine plant pests were the subject of the International Plant Protection Convention supported by the Food and Agriculture Organization and last revised in 1997. The IPPC effectively aims to limit or slow down the spread of plant pests to avoid economic losses in agriculture and forestry through the activities of the Regional and the National Plant Protection Organizations. With the acceptance of the Convention on Biological Diversity in 1992 and later of the European Strategy on Invasive Alien Species, the new categories of harmful plants and animals designated as alien species and invasive alien species have been recognized. Spread of many of the alien invasive species create a real threat for agriculture, forestry and the environmental integrity. The United Nations Organization and the International Union of Conservation of Nature established in 1997 "The Global Invasive Species Programme; GISP, with two phases conducted during 1997-2000 and 2000-05. The GISP activities resulted in the better understanding of the threat which invasive alien species present for agricultural and natural resources in the world. A list of "Hundred of the World's Worst Invasive Alien Species" has been prepared and among them are very serious quarantine pests. A programme aimed to prevent invasion or limit the spread of invasive alien species in Poland is discussed particularly in connection to plant protection..
