The initial survey of nonquality costs presented in this article aims to raise the issue of wastage of resources at the national level in Israel to the level of importance it merits, thereby setting in motion an annual program for reduction of nonquality costs and making the economy more efficient.The model for measuring and managing cost of quality in industrial organizations devised by A. V. Feigenbaum (Ref. 1) has been extended to the national level. The authors define and measure the cost of nonquality as comprising of the four components:Processes taking place in the public sector - government ministries and municipal authorities.Processes taking place within organizations.Interfaces between organizations.Individuals - due to defective products and services.About 30 percent of the national product was estimated to be getting wasted due to poor quality of planning and workmanship. The potential for saving is high and this must be exploited by correctly managing this waste.
