Excellence as viewed through total quality models, based on long-term vision with shared methodological resources for global prospect of progress by industrialized countries, does not seem to be appropriate for the needs of emerging countries which are more basic. Quality assurance, in a way, is a first stage, being the result of strong incentives from customers permitting one to render basic processes secure. The authors feel it necessary to design a transitory model that would combine quality assurance and total quality to meet the needs of emerging countries. (5 refs.)
