In this paper, arbitrary sample sizes are considered and minimax strategies for a large class of parameter spaces are obtained. The results do not apply to parameter space with strong deviations from symmetry. For such spaces a minimax strategy will prescribe to consider only a small number of samples and takes a nonrandom and purpositive character, which is in accordance with the common practice of completely sampling a stratum of large units.
