Selection, training and effectiveness of boards of trustees have generally been studied through the perception of those who are directly responsible for the trustee appointment and education. Key factors in the selection process seem to come from both the political and institutional sectors, including alumni. Primarily, personal leadership qualities and political affiliations are perceived to be the most influential selection criteria. While orientation and training are assumed to be important for board effectiveness, trustees indicated their own professional experience to be more important than training provided by the institution (Ref. 1). While research on effective private boards has found education to be an important dimension, education for public boards may not be emphasized in the same way for political reasons (Ref. 2). Overall, the research on selection, training and effectiveness of public higher education governing boards is limited. Little is known about the appointment and training processes from the point of view of those directly involved in administering these processes. (14 refs.)
