摘要

The change that happened in the higher education institutions which are both state owned and private owned in Europe in the past two decades is a shift from social contract to one driven by the competitive forces. The noteworthy development is the emergence of work-based learning and independent study. The paper presents some of the issues related to this. (12 refs.)
