Sampath and Varalakshmi (Ref. 1) proposed DCSS, which is an equal probability sampling scheme under the conditions stated by Sudhakar (Ref. 3). However, it is observed that DCSS does not fulfill these conditions. This article suggests some conditions for DCSS to be applicable using a modification in an existing theorem (Ref. 2). This can help in deciding where DCSS is applicable. (5 refs.)
