The outlook is improving for transportation services, but obstacles to recovery remain. Conditions are improved, but are still quite weak while oversupply situations undermine multiple modes. Decreased activity across shipping industries drove down demand and rates. As conditions improve, demand has sluggishly returned and rates are creeping upward. The nation's freight pool will expand 2.6% in 2010 after three consecutive years of decline (including a sharp 12.7% drop last year). Even though traffic is inching back up, levels are well below what was experienced in nearly any other year of the past decade.
