Climate change has been the hot topic this month with the Stern review and the International Energy Agency's latest World Energy Outlook both raising concerns about emission increases. But the two opportunities this month for the market to take positive steps forward - the 12th Conference of the Parties/2nd Members of the Parties of the UN Framework Convention on Climate Change in Nairobi and the UK government's proposed Climate Change Bill -have been rather diluted affairs. On a global scale, environmentalists believe the recent COP/MOP talks lacked a sense of urgency and leadership. The talks ended without a timetable for implementing a second commitment period once the first Kyoto period ends in December 2012 and instead set in place a timetable for new negotiations. These negotiations will commence in 2008 but only with the assurance that China will not have to commit to carbon constraints, while the US remains steadfast against ratifying any agreement. The EU was reportedly keen for agreement by Annex 1 countries by 2009 for new reduction targets post 2012 but other Annex 1 countries argued for further negotiations and a review of Kyoto before further commitments are entered into.
