This letter is a response to the article recently published by Greg Scott in the International Journal of Drug Policy entitled "'They got their program, and I got mine': A cautionary tale concerning the ethical implications of using respondent-driven sampling to study injection drug users" (Scott, 2008). As the principal investigators of the National HIV Behavioral Surveillance (NHBS) System at the Chicago Department of Public Health (CDPH), we would like to clarify the role in which Scott was contracted to carry out his ethnography and the surveillance project from which the data in Scott's article is drawn.CDPH was funded by the US Centers for Disease Control and Prevention to conduct the National HIV Behavioral Surveillance System among injecting drug users (NHBS-IDUs). As stated in the article, Dr. Scott was contracted by the Chicago Department of Public Health to conduct qualitative work related to NHBS-IDUs in 2004 and 2005. Scott's time and effort on this project was wholly paid for by CDPH through a sub-contract with the Chicago Center for Health Systems Development.
