In May 2005 at the sixth International Conference on Energy Efficient Lighting, Right Light 6, in Shanghai, China, some 80 delegates participated in a special session on compact fluorescent lamps (CFLs). These delegates represented 13 different economies. As a result of this debate on CFLs, policy makers, regulators, manufacturers and academics from around the world agreed in principle to the goals of: Creating a uniform testing method, covering the performance features of self-ballasted CFLs, suitable for national and international Standards bodies to measure CFL performance; Identifying a number of performance specifications for self-ballasted CFLs to facilitate testing comparisons and possible rationalisation of CFL performance requirements; and Informing the wider international lighting community about these initiatives.
