In the second of our articles based on presentations given at 'The Invaders' conference, Roddie Burgess explains the complexities of the international legal framework that applies to all the Government's measures to combat plant pests and disease. This may not appear a very sexy subject but an understanding of the mechanics helps us appreciate the complexities of putting pest and disease controls into place. I don't intend to go into legislation in any great detail but instead give a broad brush overview of the various international mechanisms that need to be observed before we reach the point of imposing a national statutory requirement.
