Three and a half years into the latest installment of the softwood lumber dispute between Canada and the U.S., the biggest (and costliest) trade fight in the world seems to drag on interminably. Every few weeks, we get media reports of another Canadian victory at the World Trade Organization or at NAFTA, but nothing changes at the border, where every stick of lumber still attracts a combined antidumping and countervailing duty of some 27% (those cash deposits now total more than U.S. 2.5 billion dollar).
