The competitive position of Ontario's forest industry is being undermined by a confluence of factors including intense global competition, a strengthening Canadian dollar, and high energy and wood costs. Weak product prices (in Canadian dollars) and softwood lumber duties have drained the industry's cash reserves, and the financial community has down graded the forest sector. The down grade has increased the cost of borrowing and limited access to capital. Forest industry companies are investing capital in jurisdictions where returns are more attractive. As Ontario facilities fail to attract capital and the necessary investment to maintain or upgrade existing capital stock, they become further disadvantaged.
