A tidal wave of Measure 37 property development claims swamped county land use offices during the last weeks of November, as landowners rushed to file claims before a December 4th deadline. Measure 37, passed statewide by Oregon voters in November 2004, says that if a government passes regulations that lower the value of an owner's property, then the landowner must be compensated for the loss or given a waiver exempting them from the regulation. The total tally of claims statewide has ballooned to 5,000, with claims over $6 billion, triggering calls by land use control advocates for the Oregon Legislature to revisit land use laws in 2007.
