The Local Transport Act 2008 (the 2008 Act) places responsibilities on bus operators and local traffic authorities to work together to secure the punctuality and reliability of bus services. It can be taken that this responsibility is implicit in performance of the network management duty under the Traffic Management Act 2004 (TMA) - to secure the expeditious movement of traffic through coordination of road works. However, the 2008 Act gives regional Traffic Commissioners explicit powers to require a local traffic authority to provide any specified information connected with any aspect of its network management duty under the TMA, and to attend any inquiry into a bus operator's performance.
